Two Bidders of Salghari GPU have Alleged their Ward Panchayat for the Refusal of Providing Residential Certificates for Bidding in Karfectar Rangeet 'sand and stone' Tender

Namchi, 13th June, 2023: The two aspirant bidders of the tender for 'temporary collection of sand and stone' from Karfectar Rangeet, under Melli Territorial Range, have complained against the ward panchayat of ward number 07 Lower Salghari of 37 Salghari GPU, Prayash Rai, for the refusal of providing a panchayat NOC for residential proof of the bidders, during the scrutiny of documents, today. According to the terms and conditions, number 7, of the tender notice issued by the office of the Conservator of Forests (Territorial), Deorali, Gangtok, the bidders were required to submit their respective residential certificates from their gram panchayats with the tender forms, without failure. The two complainants, recognized as, Mohan Kumar Rai, of Lower Salghari ward, and Krishna Tamang, of Upper Salghari ward, have evidently submitted their complain letters to the District Collector of Namchi on June 13 and June 12, respectively. The letters were then forwarded to their Block Development Officer and then to panchayat Prayash Rai. The complainant have also stated the allegations on Prayash Rai, to have teamed with the other bidders, who won the tender today, for bidding in the tender, which will profit him. On the other hand, the alleged ward panchayat, Prayash Rai, have given the statement that he refused to give the NOC to the two complainants mentioned above, because he received the requests from the villagers of the ward to permit the NOC only to the unemployed youths. He have said that only Mohan Kumar Rai belongs to his ward, and that, Rai was a private job holder. He have also said that Karfectar Rangeet of tender notice, falls under his ward's jurisdiction, and clearly implied that he holds most of the power over the permission granting for whatever schemes that must be applied there, as compared to other panchayats of the GPU. "The other ward panchayats of my GPU have given their consent on my holding of such power," he have said. While, the two complainants, as well as their alleged panchayat have given their respective statements on the matter, both the parties have agreed to one thing; that they have followed the footsteps and direction of the chief minister of Sikkim, PS Tamang, 'to support the unemployed youths and uplifting the poorer section of the society'.
