Sikkim Strengthens Immigration and Workforce Verification for Security

In a bid to tighten security and regulate regarding unauthorized stays, the Sikkim government and police has introduced strict verification measures for immigrants and migrant workers. The decision comes after a recent meeting chaired by Chief Minister P.S. Tamang, where concerns were raised over the increasing influx of undocumented individuals and its impact on the state’s security and demographics.

Superintendent of Police (SP) Gangtok, Tenzing Loden Lepcha, emphasized the need for a comprehensive verification process, given Sikkim’s geographical vulnerability. With its borders shared by multiple states and countries, authorities fear that unregulated migration could pose threats, including potential misuse of the region as a safe haven for illegal activities.

Key Measures to Enhance Security

  1. Tenant Verification: Under The Sikkim Tenants and Domestic and Professional Helps (Compulsory Verification) Act, 2008, landlords must register their tenants with the police within 30 days. This aims to ensure proper documentation and prevent illegal stays.

  2. Workforce Regulation: The Sikkim Labour (Regulation of Employment and Conditions of Service) Act, 2021 mandates registration for all workers, including domestic helpers, drivers, masons, electricians, and hospitality staff. Employers must verify their workers, and failure to comply may result in fines starting at ₹2,500.

  3. Religious Speech Verification: Any individual from outside Sikkim wishing to speak at a religious gathering must undergo a background check. This step is intended to prevent misuse of religious platforms for unlawful activities.

  4. Checkpost Monitoring & Facial Recognition: Security at checkposts will be strengthened with facial recognition technology to track individuals entering the state.

  5. Hotel Registration (C-Form): Foreign nationals visiting Sikkim must register through Form C within 24 hours of arrival. Hotels and accommodations must ensure compliance, or they may face penalties. The deadline for full implementation of this rule is set for February 20.

Authorities stress that these measures are not intended to inconvenience genuine workers or visitors but to maintain Sikkim’s security and demographic stability. The government urges citizens and business owners to cooperate in implementing these regulations to ensure a safer environment for all.
